Tankers are seen off the coast of the Fujairah, as Iran vows to close the Strait of Hormuz, amid the US-Israel conflict with Iran, in Fujairah, United Arab Emirates, 3 March, 2026.

A proposal by Arab countries seeking international approval for military action to reopen the Strait of Hormuz has been blocked by Russia, China and France, deepening divisions over the escalating crisis involving Iran.

According to diplomatic and United Nations sources, the Arab-backed initiative called for a resolution authorising the use of force to ensure free passage through the strategically vital waterway.

The proposal failed to move forward after the three countries opposed the move and used their veto power.

They reportedly cited a principled objection to any wording that would authorise military force.

The setback is being seen as a major diplomatic blow for Arab states pushing for stronger international action against Tehran.

Analysts say the decision could allow Iran to retain leverage over one of the world’s most critical trade and energy routes, with continued risks to the transport of oil and other goods.

The development also highlights widening divisions within the international community over how to respond to the growing regional conflict.

While France aligned with Russia and China in opposing the measure, the United States and Israel have continued their operations against Iran and rejected renewed calls for a ceasefire.
