He will continue to serve as the High Representative for the Rohingya issue and will now also assist the Chief Adviser in overseeing responsibilities related to the Ministry of Defence.

Dr Khalil began his distinguished career in 1979 after placing first in the inaugural regular civil service examination following the country’s independence. He joined the Bangladesh Civil Service (Foreign Affairs) cadre and went on to serve in key positions within the Ministry of Foreign Affairs and at the Permanent Mission of Bangladesh to the United Nations in New York.
In 1991, he joined the United Nations Secretariat as a Special Adviser, holding several senior roles over a 25-year tenure. In November 2024, he was appointed High Representative with the status and privileges of an Adviser.
An academic high-achiever, Dr Khalil earned first-class first in his MA in Economics from Dhaka University in 1977. He later studied at the Fletcher School of Law and Diplomacy, Tufts University, and the Kennedy School of Government, Harvard University, where he earned an MA in Law and Diplomacy and a PhD in Economics between 1980 and 1983.
