ADP Implementation Hits Five-Year Low at 1.85%

Implementation of the Annual Development Programme (ADP) stood at just 1.85% in the first two months of the current 2026-27 fiscal year, the lowest rate recorded in the past five fiscal years.

According to the latest ADP implementation progress report, ministries and divisions spent Tk5,709.70 crore during July-August FY27 against an annual allocation of Tk3,08,924.86 crore.

During the same period of FY26, development spending stood at Tk5,714.83 crore against an annual allocation of Tk2,38,696 crore, resulting in an implementation rate of 2.39%.

Thus, development spending in the first two months of FY27 was Tk5.13 crore lower than in the corresponding period a year earlier.

The report shows that ADP implementation has remained relatively low during the opening months of recent fiscal years, although annual allocations have varied significantly.

In FY25, ministries and agencies spent Tk7,143.08 crore during July-August, equivalent to 2.57% of the annual allocation of Tk2,78,288.90 crore.

In FY24, they spent Tk10,541.80 crore, representing 3.84% of the annual allocation of Tk2,74,674.02 crore.

In FY23, development spending stood at Tk9,843.71 crore during the first two months, or 3.85% of the annual allocation of Tk2,56,000.27 crore.

The figures show that the FY27 implementation rate is the lowest among the five fiscal years covered by the report. Spending during July-August FY27 was also lower than in each of the previous four years.

August Spending Also Declines

Development expenditure in August FY27 stood at Tk3,588.52 crore, equivalent to 1.16% of the annual ADP allocation.

In August FY26, spending amounted to Tk4,070.18 crore, or 1.71% of that year's allocation.

August development spending therefore declined by Tk481.67 crore year-on-year, while the monthly implementation rate fell by 0.55 percentage point.

The annual ADP allocation has increased to Tk3,08,924.86 crore in FY27 from Tk2,38,696 crore in FY26, an increase of Tk70,228.86 crore.

The allocation stood at Tk2,78,288.90 crore in FY25, Tk2,74,674.02 crore in FY24 and Tk2,56,000.27 crore in FY23.

Despite the substantially higher allocation in FY27, implementation during the first two months has remained below the levels recorded in each of the previous four fiscal years covered by the report.

The figures cover ADP implementation by ministries and divisions from July to August 2026 and compare the performance with the corresponding periods from FY23 to FY27.
